About the process

If you don’t have any work experience, you can apply for permanent residence through the Home Child Care Provider Pilot or the Home Support Worker Pilot as long as you meet the eligibility requirements.

Eligibility

You may be eligible to apply for the Home Child Care Provider Pilot or Home Support Worker Pilot, if you:

1. Have a genuine and valid job offer, for full time work (30 hrs/week); outside Quebec;

  • As a child care provider, to provide care for children under the age of 18 in your own home or in your employer’s home.  or
  • As home support worker. Experience as a housekeeper doesn’t count.

2. Are able to do the job. The officer will use any past experience or training you have to decide if you’re able to do the work described in the lead         statement of the NOC job description

3. Meet the language level – based on IELTS/CELPIP General test at CLB 5 in all four modules
4. You must have a completed post-secondary education credential of at least 1 year. Educational Credential Assessment (ECA) is required
5. Are admissible to Canada. Meet admissibility requirements (medical, security, financial…etc.)
6. Plan to live outside the province of Quebec as a permanent resident

How the process works:

You apply to either the Home Child Care Provider Pilot or the Home Support Worker Pilot, depending on which occupation you plan to work in.

  • You submit a work permit application together with your permanent residence application.
  • If you meet the requirements, you get a work permit to work in Canada temporarily.
  • The work permit you get is an occupation-restricted open work permit and lets you work as a caregiver for any employer (who is not on the list of employers who failed to comply with the conditions).
  • Get at least 24 months of work experience to qualify for permanent residence.
  • You send to the immigration department proof of your work experience once you have the required 2 years of experience.
  • The department makes a final decision on your application for permanent residence.

Your family members are also eligible to come with you to Canada. If they want to work or study while in Canada, you can include their work or study permit applications with your application.
